THE EFFECTIVENESS OF THE IMPLEMENTATION OF THE ZONATION SYSTEM IN FULFILL THE RIGHTS OF CITIZENS IN HIGH SCHOOL IN THE DISTRICT SOUTHWEST ACEH

Abstract


This study aims to (1) find out how effective the zoning system is in high schools throughout Aceh Barat Daya Regency, (2) explain how the zoning system is implemented in fulfilling the rights of citizens in high schools throughout Aceh Barat Daya Regency. The approach used is a qualitative approach with the type of descriptive research. The sources of data in this study were 3 principals and 3 heads of the new student admissions committee (PPDB) at SMAN 1 Aceh Barat Daya, SMAN 7 Aceh Barat Daya, and SMAN 10 Aceh Barat Daya. Data collection techniques using interviews and documentation. The results of this study indicate that the implementation of the zoning system is still ineffective, this is based on findings in the field from 3 schools, there are 2 schools that still complain about the concern of students and parents in registering when PPDB has been opened, namely SMAN 7 Aceh Barat Daya and SMAN 10 Aceh. Southwest, as a result, many students enrolled when school activities had started. The implementation of the zoning system in schools has also guaranteed the fulfillment of the rights of citizens, namely the right to justice where students have the same right to enroll in schools located within the zone of residence without fear of being rejected. Another finding that the researcher got was regarding the minimum age of school children in one of the school areas, namely at SMAN 10 Aceh Barat Daya, thus requiring teachers to visit certain areas to provide PPDB registration forms.
