Pengaplikasian Metode House of Risk Dalam Menilai Risiko Pada Pendistribusian BBM di Mobil Tangki

Abstract


Distribution is one of the most important components needed in the world of oil and gas. Distribution can be carried out in various ways, be it from pipelines, trains, tankers, planes, and tank cars. Tank car is one of the modes of transportation for fuel distribution. Tank cars have a function, namely to transport fuel products. When distributing using a tank car, there must be risks that will be faced. Therefore, the use of the House of Risk (HOR) method is useful for conducting systematic risk assessments by identifying and evaluating the various risks faced during distribution using tank cars. Driver negligence, delays in vehicle maintenance, and poor quality of safety equipment. These three causes of risk account for 24% of the 26 risk events. Therefore, risk causes with codes A19, A10, and A9 are the top priorities for mitigation. The mitigation obtained aims to reduce risk events. The resulting mitigation will be an evaluation for management, to take such actions to reduce risk events. With the ETD value obtained in order according to the rank where Preverentive Action (PA) 1 is the first rank followed by PA3, PA6, PA4, PA5, PA7, and finally PA2. Each has an ETD value of 23394, 20188, 14510, 13543, 11888, 11757, and 9761. With these ETD values, management is able to prioritize which PAs should be the top priority to prevent risk events from occurring.
