PERAN PEMERINTAH KABUPATEN ACEH SELATAN TERHADAP PENDATAAN DAN PENGALOKASIAN BANTUAN LANGSUNG TUNAI DANA DESA BLT-DD PADA MASA PANDEMI COVID-19

Abstract

ABSTRAK. Pandemi COVID-19 sangat berdampak terhadap kehidupan masyarakat baik di sektor kesehatan maupun sektor ekonomi. Pemerintah berupaya membantu masyarakat yang terdampak COVID-19 dengan penyaluran Bantuan Langsung Tunai Dana Desa (BLT-DD). Akan tetapi, pembagian BLT-DD sering menimbulkan berbagai macam kasus seperti tidak tepat sasaran, bantuan ganda dan penerima manfaat dari keluarga mampu. Penelitian ini bertujuan untuk melihat peran pemerintah di Kabupaten Aceh Selatan dalam pengalokasian dan penyaluran BLT-DD serta penggunaan BLT-DD oleh masyarakat untuk memulihkan ekonomi. Penelitian ini menggunakan metode kualitatif. Teknik mengoleksi data adalah wawancara, observasi dan dokumentasi. Informan penelitian berjumlah 10 orang. Teori yang digunakan dalam penelitian ini adalah Teori Peran Pemerintah dikemukakan oleh Mardiasmo, yaitu Aturan hukum, konsensus orientasi, keadilan dan efisiensi. Hasil penelitian ini menunjukkan bahwa pendataan dan penyaluran BLT-DD yang dilakukan oleh pemerintah Kabupaten Aceh Selatan mengandung prinsip Rule of law (Aturan Hukum) yaitu proses pendataan dan pengalokasian dana mengacu pada aturan hukum yang dikeluarkan oleh pemerintah, namun demikian masih ada kesenjangan hukum di tengah masyarakat dalam penetapan penerima manfaat, Consensus of orientation (Konsensus Orientasi) yaitu pemerintah melaksanakan musyawarah yang melibatkan semua komponen masyarakat dalam menentukan penerima BLT-DD, Equity (Keadilan) yaitu pembagian BLT-DD yang tepat sasaran tanpa membeda-bedakan, akan tetapi penyaluran masih belum maksimal karena masih terdapat penerima manfaat yang tidak sesuai dengan kriteria keluarga miskin, Efficiency and effectiveness (Efisiensi dan Efektivitas) yaitu pendataan dan penyaluran BLT-DD dilakukan dengan prosedur pelaksanaan yang jelas dan sistematis, namun masyarakat masih belum tepat dalam penggunaan BLT-DD yang seharusnya fokus pada pemulihan ekonomi. Pada umumnya, masanyarakat memanfaatkan BLT-DD adalah untuk membuka usaha dan menambah modal usaha. Dari hasil penelitian ini dapat disarankan bahwa pemerintah di Kabupaten Aceh Selatan harus mensosialisasikan kepada masyarakat tentang kriteria penerima BLT-DD sebagaimana telah di undang-undangkan oleh pemerintah pusat.

ABSTRACT. The COVID-19 pandemic has greatly impacted people’s lives, both in the health sector and in the economic sector. The government is trying to help communities affected by COVID-19 by distributing Bantuan Tunai Lansung-Dana Desa (BLT-DD). However, the distribution of BLT-DD often results in various cases such as not being targeted, double assistance and well-off families. This study aims to examine the role of the government in South Aceh Regency in allocating and distributing of BLT-DD and the use of BLT-DD by the community. This study uses a qualitative method. The technique of collecting data is through interviews, observation and documentation. There were 10 research informants. The theory used in this research is the Government Role Theory proposed by Mardiasmo: rule of law, consensus orientation, justice and efficiency. The results of this study indicate that the data collection and distribution of BLT-DD carried out by South Aceh government contains the principle of the Rule of law, namely the process of data collection and allocation of funds referring to the legal rules issued by the government, Actually, the distribution is still not maximized because there are still beneficiaries who do not meet the criteria of poor families, Consensus of orientation, namely the government carry out deliberation involving all community components in determining BLT-DD recipients, Equity, namely the distribution of BLT-DD that is right on target without discrimination, however, the decision of law is still unpropiate, Efficiency and effectiveness (Efficiency and Effectiveness), namely data collection and distribution of BLT-DD is carried out with implementation procedures clear and systematic, however, many people did not spent fundaring of BLT-DD to improve their economy recovery. The use of BLT-DD is to open a business and increase business capital. From the results of this study, it can be suggested that the government in South Aceh Regency should disseminate information to the public about the criteria for receiving BLT-DD as already enacted by the central government.
