PERAN DINAS KELAUTAN DAN PERIKANAN PROVINSI ACEH DALAM PEMBERDAYAAN NELAYAN MELALUI PENYEDIAAN COLD STORAGE DI KOTA SABANG

Berdasarkan Undang-undang Nomor 7 Tahun 2016 tentang Perlindungan dan Pemberdayaan Nelayan, Pembudidaya Ikan, dan Petambak Garam dalam pasal 18 menyebutkan bahwa Pemerintah Pusat dan Pemerintah Daerah dengan kewenangannya menyediakan prasarana usaha perikanan, yang meliputi prasarana penangkapan ikan, prasarana pembudidayaan ikan serta prasarana pengolahan dan pemasaran. Pemerintah Provinsi Aceh melalui pembangunan Sentra Kelautan dan Perikanan Terpadu telah menyediakan cold storage yang berlokasi di PP ie Meulee Kota Sabang sebagai tempat penyimpanan ikan, namun realita yang terjadi cold storage yang sudah dibangun dari tahun 2016 sampai sekarang belum bisa dirasakan manfaatnya oleh nelayan. Penelitian ini bertujuan untuk mengetahui peran serta hambatan yang dialami oleh Dinas Kelautan dan Perikanan Aceh dalam pengelolaan cold storage. Penelitian ini menggunakan metode penelitian kualitatif. Dalam menganalisis data penulis menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang digunakan yaitu teori peran dan pemberdayaan masyarakat. Hasil penelitian ini menunjukkan bahwa Dinas Kelautan dan Perikanan Aceh dalam menjalankan peranya sebagai dinamisator, dimana akan melibatkan pihak swasta yang nantinya berperan sebagai pengelola cold storage, kemudian peran DKP Aceh sebagai fasilitator juga akan melakukan pembangunan dermaga dan pengerukan kolam labuh kapal agar kapal-kapal skala besar bisa mendaratkan hasil tangkapannya di PP Ie Meulee, dan peran DKP Aceh sebagai katalisator adalah, selain menyediakan cold storage DKP Aceh juga memberikan bantuan kapal serta pelatihan dengan tujuan nelayan bisa memaksimalkan hasil tangkapannya. Hambatan yang dialami DKP Aceh dalam upaya pengelolaan cold storage adalah letak bangunan yang dinilai tidak sesuai, dikatakan demikian karena fasilitas tempat dibangunya cold storage belum lengkap sehingga menghambat tingkat produktivitas dari cold storage. Untuk itu diharapkan Dinas Kelautan dan Perikanan Aceh dapat menjalankan peranya dengan baik serta mengatasi hambatan yang terjadi sehingga manfaat dari cold storage bisa segera dirasakan oleh nelayan maupun masyarakat Kota Sabang

Based on Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Cultivators, and Salt Farmers in article 18, it is stated that the Central Government and Regional Governments with their authority provide fishery business infrastructure, which includes fishing infrastructure, fish farming infrastructure and processing and marketing. The Aceh Provincial Government through the construction of the Integrated Marine and Fisheries Center has provided cold storage located in PP ie Meulee, Sabang City as a fish storage place, but the reality is that the cold storage that has been built from 2016 until now has not been able to benefit fishermen. This study aims to determine the role and obstacles experienced by the Aceh Maritime Affairs and Fisheries Service in managing cold storage. This study used qualitative research methods. In analyzing the data the author uses data reduction, data presentation, and drawing conclusions. The theory used is the theory of role and community empowerment. The results of this study indicate that the Aceh Maritime Affairs and Fisheries Service in carrying out its role as a dynamist, which will involve the private sector which will later act as a cold storage manager, then the role of Aceh DKP as a facilitator will also carry out the construction of docks and dredging of ship harbor pools so that ships can scale Most of them can land their catch in PP Ie Meulee, and the role of Aceh DKP as a catalyst is, apart from providing cold storage, DKP Aceh also provides ship assistance and training with the aim of fishermen maximizing their catch. The obstacle experienced by Aceh DKP in the effort to manage cold storage is the location of the building which is considered inappropriate, it is said that because the facilities where the cold storage is built are not yet complete so that it hampers the productivity level of cold storage. For this reason, it is hoped that the Aceh Maritime Affairs and Fisheries Service can carry out its role well and overcome the obstacles that occur so that the benefits of cold storage can be immediately felt by fishermen and the people of Sabang City.
