GOVERNMENT POLICY OF BANDA ACEH IN HIV AND AIDS PREVENTION

ABSTRAK

Pemerintah Kota Banda Aceh menciptakan misi pada urutan keempat ‘Meningkatkan Kualitas Kesehatan Masyarakat’. Dengan ini hasil suatu proses arah sektor kesehatan di Kota Banda Aceh menurut visi secara umum adalah “Mewujudkan Kota Banda Aceh gemilang dalam Bingkai Syariah”. Misi urutan kesatu dinas kesehatan Kota Banda Aceh sebagai penanggung jawab dalam mewujudkan pelayanan kesehatan masyarakat yang paripurna, bermutu, mausiawi, adil merata, bermartabat dan berwawasan lingkungan dengan menerapkan nilai-nilai islam. Saat ini Banda Aceh berada diperingkat teratas banyaknya kasus pengidap HIV AIDS di Aceh, Ironisnya jumlah kasus terus meningkat setiap tahunnya. Dinas Kesehatan Aceh mencatat sepanjang tahun 2017 ditemukan 133 kasus, diantaranya HIV 55 dan AIDS 78 di Banda Aceh ditemukan 23 kasus selanjutnya menyusul Aceh Utara dengan 18 kasus, Aceh Taming 18, Bireun 10 kasus, Pidie 6 kasus, Subulussalam 4 kasus, Aceh selatann 4 kasus, Langsa 5 kasus, Aceh Besar 3 kasus, Aceh tenggara 4 kasus dan Aceh Timur 6 kasus. Dalam kurun waktu dari 2004 – 2017 sudah sebanyak 1.300 kasus HIV AIDS yang menyerang warga Aceh. Sementara baru 630 orang baru dideteksi dan terbanyak masih tetap kota Banda Aceh sebanyak 77 Kasus. Artinya, masih ada separuh yang belum ditemukan dan tidak pernah datang atau konseling kepada Dinas Kesehatan setempat untuk menjalani pengobatan. Dilihat dari rentan usia yang terbanyak terjangkit virus itu berada di usia produktif antara 20 – 45 Tahun. Dalam Qanun Aceh No 11 tahun 2013 tentang Kesejahteraan Sosial. Ketertarikan penulis melakukan penelitian kebijakan pemerintah menanggulangi HIV AIDS karena untuk mengetahui kebijakan apa saja yang dilakukan pemerintah untuk menangani kasus HIV AIDS. Hasil penelitian menunjukkan bahwa kebijakan pemerintah saat ini hanya mengandalkan Qanun No 11. Namun upaya yang dilakukan pemerintah Aceh berjalan dengan sangat baik. Adapun Upaya yang dilakukan oleh pemerintah mengenai menanggulangi HIV AIDS yaitu dengan melakukan sosialisasi seperti Meningkatkan Kewaspadaan Universal di sarana pelayanan kesehatan, program penanggulangan VCT, sosialisasi pencegahan HIV AIDS di sekolah, dan pelayanan komunikasi publik.

ABSTRACT

The government of Banda Aceh created a fourth “improving public health quality” mission. With this results a process of health sector in Banda Aceh according to the general vision is "to realize the city of Banda Aceh resounding in the Sharia frame". The mission of the health service in Banda Aceh is responsible for realizing the health services that are plenary, quality, Humane, equitable, dignified and environmentally sound by implementing Islamic values. Currently Banda Aceh is ranked in the top many cases of HIV-AIDS in Aceh, ironically the number of cases continues to increase annually. Aceh Health office records throughout the year 2017 found 133 cases, including HIV 55 and AIDS 78 in Banda Aceh found 23 subsequent cases following North Aceh with 18 cases, Aceh Taming 18, Bireun 10 cases, Pidie 6 cases, Subulussalam 4 cases, Aceh Selatann 4 cases, Langsa 5 cases, Aceh Besar 3 cases, Aceh Southeast 4 cases and East Aceh 6 cases. In the period from 2004 – 2017 already as many as 1,300 HIV AIDS cases that attacked Acehnese. While only 630 new people were detected and the most remained the city of Banda Aceh as much as 77 cases. That is, there are still half of the undiscovered and never come or counseling to the local health department to undergo treatment. Judging from the vulnerable age most infected the virus was in the productive age between 20 – 45 years. In the Qanun Aceh No. 11 year 2013 on social welfare. The author's interest in conducting government policy research tackles HIV AIDS because it is to know what policy the government is doing to handle HIV AIDS cases. The results showed that the current government policy relies only on Qanun No 11. But the efforts made by the Aceh government went very well. The Government's efforts on tackling HIV AIDS is by conducting socialization such as increasing Universal vigilance in health care facilities, VCT countermeasures programmes, socialization of HIV AIDS prevention in schools , and public communication services.
