ABSTRAK

Pilkada merupakan sebuah cara yang dilakukan oleh pemerintah untuk menetukan pemimpin yang akan menjalankan sistem pemerintahan. Pilkada serentak yang  dilaksanakan Februari 2017 yang bertujuan untuk menentukan Bupati dan Wakil Bupati Pidie untuk periode 2017-2022, berdasarkan hasil akhir pilkada 2017 yang sudah ditetapkan dalam rapat pleno rekapitulasi suara KIP Kabupaten Pidie, pasangan Roni Ahmad dan Fadhlullah TM Daud berhasil mengalahkan dua kandidat lainnya dengan meraih suara terbanyak. Kemenangan ini menarik untuk ditelusuri lebih lanjut terkait faktor kemenangan dan perilaku pemilih terhadap pasangan Roni Ahmad dan Fadhlullah TM Daud pada Pilkada di Kabupaten Pidie tahun 2017. Tujuan penelitian ini adalah untuk mengetahui faktor kemenangan dan faktor yang mempengaruhi perilaku pimilih terhadap pasangan Roni Ahmad dan Fadhlullah TM Daud sebagai Bupati dan Wakil Bupati kabupaten Pidie. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Teknik analisis data pada penelitian lapangan digunakan untuk memperoleh data primer yang langsung diperoleh dari sumber data pertama di lokasi penelitian atau objek penelitian, sedangkan untuk memperoleh data sekunder berdasarkan buku-buku, jurnal dan bacaan terkaitnya. Hasil penelitian menunjukan bahwa faktor kemenangan pasangan Roni Ahmad dan Fadhlullah TM Daud pada pilkada Kabupaten Pidie tahun 2017 mencakup beberapa faktor diantaranya, pencitraan calon bupati yang tinggi di masyarakat dan hasil kerja keras tim pemenangan di lapangan. Faktor yang mempengaruhi perilaku pemilih terhadap pasangan Roni Ahmad dan Fadhlullah TM Daud mencakup beberapa hal diantaranya, faktor kepercayaan masyarakat pada pasangan tersebut dan berkurangnya kepercayaan masyarakat terhadap pasangan calon yang maju melalui partai politik. Dari kesimpulan penelitian yang peneliti lakukan, maka diambil kesimpulan faktor kemenangan Roni Ahmad dan Fadhlullah TM Daud adalah strategi dan kemasan isu yang dibuat oleh timnya rapi dan menjawab kebutuhan masyarakat bawah. Faktor yang mempengaruhi perilaku pemilih adalah masyarakat percaya pada pasangan Roni Ahmad dan Fadhlullah TM Daud yang begitu dekat dengan semua lapisan masyarakat.

ABSTRACT

The elections are a way carried out by the government to determine the leaders who will run the government system. The simultaneous local elections held in February 2017 aimed at determining the Regent and Deputy Regent of Pidie for the 2017-2022 period, based on the final results of the 2017 elections that had been set in the Plenary recapitulation plenary meeting of the Pidie Regency KIP, the pair Roni Ahmad and Fadhlullah TM Daud succeeded in defeating two other candidates by gaining the most votes. This victory is interesting to explore further related to the victory factor and voter behavior towards the couple Roni Ahmad and Fadhlullah TM Daud in the Pilkada in Pidie Regency in 2017. The purpose of this study was to determine the winnings and factors that influence the voting behavior of the pair Roni Ahmad and Fadhlullah TM Daud as Regent and Deputy Regent of Pidie district. This research uses a qualitative approach with descriptive type. Data analysis techniques in field research are used to obtain primary data directly obtained from the first data source at the research location or research object, while to obtain secondary data based on books, journals and related reading. The results showed that the winning factor of Roni Ahmad and Fadhlullah TM Daud in the Pidie Regency elections in 2017 included several factors including the imaging of high district head candidates in the community and the hard work of the winning team in the field. Factors that influence voter behavior towards the couple Roni Ahmad and Fadhlullah TM Daud include several things including, the factor of public trust in the couple and a reduction in public confidence in the pair of candidates who advance through political parties. From the conclusions of the research the researcher did, the conclusion of the victory factor of Roni Ahmad and Fadhlullah TM Daud was the strategy and packaging of the issues made by his team neatly and responding to the needs of the lower classes. The factor influencing voter behavior is that people believe in the couple Roni Ahmad and Fadhlullah TM Daud who are so close to all levels of society.
