ABSTRAK

Aceh merupakan wilayah heterogen, daerah merupakan wilayah yang penuh dengan hasil Sumber Daya Alam dan mineral terutama gas, minya bumi serta hasil hutan dan lautan. Aceh merupakan salah satu daerah provinsi di Indonesia yang mendapatkan status “Otonomi Khusus” pada tahun 2011 melalui UU No. 18 Tahun 2001 tentang Otonomi Khusus bagi Provinsi Nanggroe Aceh Darussalam. Dalam proses menciptakan good governance pemerintah daerah maka pemerintah harus berjalan dengan check and balances artinya harus ada keseimbangan antara lembaga-lembaga pemerintah dan harus terjalinnya hubungan komunikasi yang baik, sehingga dapat mencapai tujuan pembangunan daerah yang lebih baik. Permasalahan yang saat ini terjadi adalah proses penyusunan Anggaran Pendapatan dan Belanja Aceh yang sama sekali belum menemukan titik terang dari kedua belah pihak. Ketertarikan penulis melakukan penelitian anggaran APBA Perubahan tahun 2017 karena adanya konflik politik antara Gubernur dan DPR Aceh. Berdasarkan permasalahan tersebut, maka penulis tertarik untuk mengkaji penyebab konflik politik antara Gubernur Aceh dan DPRA dalam penyusunan Anggaran Pendapatan dan Belanja Aceh Perubahan tahun 2017. Tujuan penelitian untuk mengetahui bentuk komunikasi politik yang terjalin antara Gubernur dan Dewan Perwakilan Rakyat Aceh dalam proses penyusunan Anggaran Pendapatan dan Belanja Aceh-Perubahan (APBA-P) 2017 serta dampak dari komunikasi politik yang terjalin antara legislatif dan eksekutif Aceh dengan menggunakan teori komunikasi politik dan teori pemisahan kekuasaan (trias politika). Penelitian menggunakan metode kualitatif melalui kajian lapangan dan kepustakaan. Hasil penelitian menunjukkan bahwa dinamika politik yang terjadi selama proses penyusunan APBA Perubahan tahun, adanya Miss Komunikasi antara DPR Aceh dan Eksekutif sehingga menghambat proses tercapainya realisasi APBA Perubahan tahun anggaran 2017, Bentuk komunikasi politik antara Gubernur dengan DPRA dalam proses penyusunan Anggaran Pendapatan dan Belanja Aceh tahun 2017 melalui bentuk komunikasi personal dan bentuk organisasi yang kegiatannya dilakukan melalui rapat paripurna dewan. Banggar Dewan Perwakilan Rakyat Aceh dan Pemerintah Aceh diharapkan dapat melakukan komunikasi yang lebih intern sehingga usulan program-program baik dari DPRA maupun Pemerintah Aceh dapat tertampung dalam APBA maupun APBA Pebahan sesuai dengan prioritas kebutuhan masyarakat.

ABSTRACT

Aceh is a heterogeneous region, the area is a region full of natural resources and minerals, especially gas, oil and gas and forest and marine products. Aceh is one of the provinces in Indonesia that has the status of “Special Autonomy” in 2011 through Law No. 18 of 2001 concerning Special Autonomy for the Province of Nanggroe Aceh Darussalam. In the process of creating good governance in the local government, the government must walk by check and balances, meaning that there must be a balance between government institutions and the establishment of good communication links so that they can achieve better regional development goals. The problem that is currently happening is the process of drafting the Aceh Budget for Income and Expenditure which has not yet found a bright spot from both parties. The author's interest in researching the APBA Amendment budget in 2017 was due to a political conflict between the Governor and the Aceh House of Representatives. Based on these problems, the authors are interested in examining the causes of political conflict between the Governor of Aceh and the DPRA in the compilation of the 2017 Aceh Amendments to the Revenue and Expenditure Budget. The research objective is to determine the form of political communication between the Governor and the Aceh Representative Council in the process of 2017 Aceh-Amendment Expenditures (APBA-P) and the impact of political communication between the Aceh legislature and executives using the theory of political communication and the theory of separation of powers (Trias Politika). The study used qualitative methods through field studies and literature. The results showed that the political dynamics that occurred during the change of APBA process in the year, Miss Communication between the Aceh House of Representatives and the Executive, hampered the process of achieving the APBA revision of the 2017 budget year, Form of political communication between the Governor and the DPRA in the process of compiling the Aceh Budget. 2017 through the form of personal communication and forms of organizations whose activities are carried out through board plenary meetings. The Acehnese House of Representatives and the Aceh Government are expected to be able to communicate more internally so that proposals for programs from both the DPRA and the Aceh Government can be accommodated in APBA and APBA Shelf in accordance with the priorities of the community's needs.
