Pengaruh Pelaksanaan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perdesaan Dalam Mengurangi Kemiskinan

Abstract

Kemiskinan di daerah perdesaan lebih cenderung tergolong kemiskinan sementara (transient poverty), dalam upaya mengatasi kemiskinan, telah dilakukan berbagai program oleh pemerintah yaitu Program Nasional Pemberdayaan Masyarakat Mandiri (PNPM) Mandiri. Program ini merupakan program untuk mempercepat penanggulangan kemiskinan secara terpadu dan berkelanjuan. Skripsi ini bertujuan untuk mengetahui program Simpan Pinjam Perempuan (SPP) di kecamatan Indrapuri Gampong Lambunot dan untuk mengetahui faktor-faktor apa yang menghambat pelaksanaan PNPM Mandiri Perdesaan di Gampong Lambunot. Teori utama yang digunakan dalam skripsi ini yaitu teori kemiskinan dan pemberdayaan. Metode pendekatan yang digunakan adalah metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Kegiatan SPP disalurkan melalui kelompok yang sudah mempunyai tata cara dan prosedur dalam pengelolaan simpanan dan pengelolaan pinjaman. Jumlah dana yang disalurkan masing-masing kelompok adalah dana yang diajukan oleh kepada PNPM-MP. Setelah pengajuan dana oleh kelompok kepada pihak PNPM-MP akan melakukan verifikasi ke kelompok selanjutnya apabila kelompok lulus verifikasi maka kelompok akan mendapatkan dana pinjaman yang telah mereka ajukan dan akan dikembalikan dengan cicilan. Faktor-faktor penghambat pelaksanaan PNPM-MP di Gampong Lambunot adalah kinerja fasilitator rendah, peran fasilitator tidak Nampak dan fasilitator tidak mampu memberikan rangsangan, arahan, atau kritikan terhadap program yang terkait dengan pengentasan kemiskinan serta terjadinya kredit macet. Oleh karena itu, fasilitator harus meningkatkan kinerjanya dalam memberi pendampingan kepada masyarakat agar tujuan SPP untuk pengembangan dan pemberdayaan masyarakat serta pengentasan kemiskinan bisa tercapai, masyarakat harus berpartisipasi dalam program pemerintah untuk pengentasan kemiskinan dengan mengikuti program SPP yang ada di gampong-gampong serta beritikat baik dengan mengembalikan pinjaman, selain itu pemerintah perlu mengevaluasi kinerja fasilitator dan pengembangan masyarakat agar tujuan SPP PNPM dapat tercapai.

the influence of the implementation of the national community empowerment program (PNPM) self-sufficient rural in reducing poverty

Poverty in rural areas are more likely to belong to poverty while (transient poverty), in an effort to overcome poverty, has undertaken various programs by the Government, namely the national community empowerment Program (PNPM) Independent independent. This program is a great program to accelerate poverty reduction in integrated and berkelanjuan. This thesis aims to find out the program save the Borrowed girl (SPP) in the Indrapuri subdistrict Gampong Lambunot and to find out what factors that impede implementation of the PNPM Mandiri in Rural Gampong Lambunot. The main theory used in this thesis the theory of poverty and empowerment. Method used is descriptive qualitative methods with techniques of data collection through interviews and documentation. The results showed that the activities of the SPP channelled through groups that already have Ordinances and procedures in the management of the savings and loan management. The amount of funds disbursed each group is funds raised by to the PNPM-MP. After the submission of the funds by the group to the PNPM-MP will do next to group verification when verification pass group then the group will get the loan funds they have submitted and will be refunded by installments. Factors restricting implementation of PNPM-MP in Gampong Lambunot is low, the facilitator role performance facilitator does not appear and the facilitators are not capable of providing stimulus, referrals, or criticism of the program that is associated with a reduction poverty as well as the occurrence of bad credit. Therefore, the facilitator should improve its performance in accompaniment to the community in order to give the purpose of SPP for development and community empowerment and poverty reduction can be achieved, the public should participate in government programs to poverty reduction by following the existing SPP program in gampong-gampong and beritikat either by returning the loan, other than that the Government needs to evaluate the performance facilitators and community development so that the goal of SPP PNPM can be achieved
