Kajian Penataan Ruang Tepi Sungai Krueng Aceh Sebagai Upaya Peningkatan Pemanfaatan Ruang Terbuka Publik

Abstract

Abstrak Sungai Krueng Aceh merupakan sungai yang memiliki fungsi strategis dalam mendukung aktivitas masyarakat kota Banda Aceh yang memiliki potensi keindahan sehingga dapat dikembangkan untuk mewujudkan Kota Banda Aceh sebagai waterfront city. Area tepian sungai sebagai salah satu ruang terbuka publik berupa taman dapat dijadikan sebagai sarana relaksasi bagi masyarakat. Taman tepi Sungai Krueng Aceh yang terletak di kecamatan Baiturrahman Kota Banda Aceh sudah terlihat adanya penataan yang dilaksanakan oleh pemerintah. Taman ini termasuk ke dalam kawasan waterfront city yang merupakan kawasan wisata dan ruang publik dalam Qanun Nomor 4 Tahun 2009 Tentang Rencana Tata Ruang Wilayah Kota Banda Aceh (RTRW) Kota Banda Aceh Tahun 2009-2029. Namun, berdasarkan pengamatan di lapangan, terlihat adanya beberapa permasalahan fisik berupa infrastruktur yang rusak serta penataan ruang yang belum maksimal. Berdasarkan hal diatas, penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting taman serta meningkatkan kualitas ruang terbuka publik untuk memaksimalkan fungsi ruang pada taman tepi Sungai Krueng Aceh. Jenis penelitian ini adalah kualitatif dengan pengumpulan data dilakukan dengan metode snowball sampling. Hasil penelitian menunjukkan bahwa elemen waterfront pada taman ini sudah ada namun perlu ditingkatkan serta untuk mendukung pemanfaatan taman sebagai ruang terbuka publik perlu dipertimbangkan kembali terkait aspek kualitas ruang publik di kawasan waterfront berupa water attraction, accessibility, activities and uses, dan identity.

The Study of Spatial Planning on Krueng Aceh River as an Effort to Increase the Utilization of Public Open Space

Abstract The Krueng Aceh River is a river that has a strategic function in supporting the activities of the people of Banda Aceh which has a potential for beauty so that it can be developed the city of Banda Aceh as a waterfront city. The riverbank area as one of the public open spaces in the form of a park can be used as a relaxation for the community. The Krueng Aceh Riverside Park, which is located in the Baiturrahman sub-district, Banda Aceh City, has seen an arrangement carried out by the government. This park is included in the waterfront city area which is a tourist area and public space in Qanun No. 4 of 2009 concerning the Banda Aceh City Spatial Plan (RTRW) for the 2009-2029 City of Banda Aceh. However, based on observations in the field, it appears that there are several physical problems in the form of damaged infrastructure and spatial planning that has not been maximized. Based on the above, this study aims to identify the existing condition of the park and improve the quality of public open space to maximize the function of space in the park on the banks of Krueng Aceh River. This type of research is qualitative which the data collection is done by snowball sampling method. The results show that the waterfront element in this park already exists but needs to be improved and to support the use of the park as a public open space, it is necessary to reconsider the quality aspects of public space in the waterfront area in the form of water attraction, accessibility, activities and uses, and identity.
